Does anyone have any recommendations for an engineer to look at an ATV to determine if wreck was operator error or product malfunction. Any suggestions?

I am looking for a pulmonologist for a medical review. Preferably in the Low Country, but will go to Cola.
In a medical malpractice case, has anyone dealt with the issue where the notice of intent is filed without an expert affidavit because the notice of intent was filed within 10 days of the statute of limitations? 15-36-100(c)(1) provides that a plaintiff can supplement with the expert affidavit within 45 days from where the filing is within 10 days of statute of limitations.
